So this is a very easy project, but time consuming. I printed off a fun font on Word Art to cut out and use as stencils. Then pinned the stencils to the fabric (leaving it folded so you can cut through 2 layers) and white felt. Next cut the 3 layers out. Then put the felt in the middle pinning all three layers. Last sew on a zig zag setting. I decided that I didn't want the "rag" look, so I sprayed fabric stiffner. All that is needed is a clothes line, clothes pin and hooks or knobs to hang it on! Happy Halloween!
